Personally, I don't agree with this statement. Yes, drawing and designing are both different in many ways but they are all classified as art. They just differ on what form. Both serves different purpose and its creativity can be expressed in a lot of ways. Drawing can be done using hands or whatnots, designing follows principles that achieves certain conditions.
