CCC's Street Art Contest #246 "International Comic Book Fair mural" / "Mural da Feira Internacional BD" - APURB, Amadora, Portugal [Eng-Pt]

Welcome to another post in the Street Art community!
Good afternoon, everyone! And welcome to another edition of the Street Art Contest! And for the 246th edition I bring you a work that was done in 2014 by the Portuguese Urban Art Association, also known as APAURB.
The graffiti, designed by José Carlos Fernandes for the International Comic Strip Festival that takes place every year in the city of Amadora, was painted by the association on one of the walls flanking one of Amadora's main streets. Although it's not a place where many pedestrians pass through, it's a road that is often used by those who access the town and ends up being very visible to those who drive by.
This work that I'm sharing here is actually a bit enigmatic and I confess that I'm not sure I fully understand its message. It sounds like a jazz band looking at each other and exchanging glances, transmitting a sound.
At the end, a character appears who seems to have forgotten something... And who waves his open umbrella in the air, at the gates of the city.

Boa tarde a todos! E bem vindos para mais uma edição do Street Art Contest! E para a a 246ª edição trago-vos um trabalho que foi realizado em 2014 pela Associação Portuguesa da Arte Urbana, também conhecida como APAURB.
O graffiti idealizado por José Carlos Fernandes para o Festival Internacional da Banda Desenhada que ocorre anualmente na cidade da Amadora, foi pintado pela associação numa das paredes que ladeiam uma das ruas principais da Amadora. Apesar de não ser um local de passagem de muitos pedestres, é uma estrada que que acede à localidade a utiliza muitas vezes, acabando por estar bem visível para quem passa ali de carro.
Este trabalho que eu aqui partilho, é de facto um pouco enigmático e confesso que não sei se entendi completamente a sua mensagem. Parece que uma banda de jazz, que se entreolha, ao mesmo tempo que trocam olhares entre si, transmitem uma sonoridade.
No fim aparece uma personagem que parece que se esqueceu de algo... E que agita no ar o seu chapéu de chuva aberto, às portas da cidade.

Can you tell me that this gentleman isn't a character straight out of a cartoon book? / Digam lá que este cavalheiro não é mesmo um personagem digna de ter saído directamente de um livro de desenhos animados?
