Special privileges.

"Special privileges" sounds so grand when it's said about people who, de jure, own everything in their country, but de facto, own nothing.

Yes, trees, for example, are more privileged; they can litter or park their fallen leaves wherever they please, and no one will reproach them.

But we can't throw trash wherever we please, even though there are services funded by taxpayers and are supposed to clean up trash during daylight hours. Nor can we park our cars wherever we please, free of charge or fines, even though we de facto pay a ton of taxes for landscaping and road tolls.

It's a complicated thing to understand – special privileges :)
