those clay pots, though they seem very tiny! What are they for?

These are pots as i know are supposed for candles for the celebration of Diwali, the light festival. But mostly Diwali in this city was the festival of noise - cheap fireworks of all sorts. :( Garland, candles, and bonfires make the world cozy, explosions are the opposite.
