I have no idea and google has not been able to find it either. But I think some snow is missing.
There is not much snow around Vancouver, even in winter.
The last snowstorm here was just before Christmas, that is more than 3 weeks ago.

Oh, man, this is a hard one. I have tried finding the place using Google Image Search tool but I had no joy. I guess the statue portion is not enough for a complete match.
Wished it was Humber Bay Park in Toronto, Canada, but not sure about it.

Very nice photo, am curious as a Naval officer what departments did you run? I am a vet myself yet was enlisted, not quite smart enough to be an officer as I joined right after my 19th birthday.
