The town was officially founded on November 30, 1645, by Father Juan Alonzo de Abarca, an Augustinian priest. According to local legend, the name "Pantabangan" comes from a phrase uttered when Spanish friars shared bread with the indigenous locals. The natives allegedly exclaimed that the "Pan" (bread) was "Matabangan" (tasteless/bland without salt), leading the priest to map out the village as Pantabangan. The settlement grew into a regular pueblo and formally achieved municipal status in the year 1900.

1. World War II
   Due to its strategic location hidden within the mountains, Pantabangan became a vital stronghold during World War II. While Japanese forces occupied the town in 1942, they never established a permanent garrison there, making it the nerve center for the underground guerrilla resistance movement in Central Luzon. It was liberated in 1945 following the combined efforts of the Allied forces and Filipino guerrillas.

2. The Great Sacrifice: The Birth of the Dam
   The most defining and poignant chapter in Pantabangan’s history occurred in the early 1970s. In 1969, the Philippine Congress passed Republic Act No. 5499 (The Upper Pampanga River Project Act) to construct a massive multi-purpose dam to control devastating seasonal floods, generate electricity, and irrigate Central Luzon's vast rice fields.
