Seattle has a complication where they decided that homeless should not be contained in any way and drugs of any kind are basically legal. It created a situation where streets smell like urine and trash and discarded needles from drug use are everywhere.

Sounds like Johannesburg without the needles. Officials do not make life easy for those wanting to live a normal life.
