The roads sign

This was sign I saw few days ago. I wondering, what would that sign means. If it means do not cross the round at that particular roads, which was just in front of it, it's only the road where padestrians can cross. Or if it means at that area, I wonder if somebody will jump at that bush to cross the road. Or maybe there was cases that related to crossing the road long time ago.

It still bugging me because I keep thinking what was its means 😒😒😒until now.
