In the Name of the Father
Francisco Xavier Billini, also known as Padre Billini, is a highly revered figure in the Dominican Republic. His historical importance spans a body of work that includes the development of the first national lottery (for charity), the groundwork for a hospital later bearing his name, and helping establish a new social order after independence from Spain (though he's said to have initially supported annexation). This street is named in his honour.

Interestingly, he's credited with discovering the remains of Christopher Columbus in the cathedral. This is memorialized in the following statue.
