I would definitely follow by these streets, the other ones in Baixa and Chiado or Terreiro do Paço were so croweded the last time I visited Lisbon that I felt I was in a nightmare!!

Some seem always crowded. But for some reason just the ones next to them are almost completely empty.
I know! I lived in downtown for six months in 2010 and I used to use those streets on my way to Chiado train station. But tourism increased a lot since that time 😅
