Government Buildings

The Caracas of yesteryear is reflected in these images, when at one time, cameras only took black and white photos. In this modern era, where technology is advancing by leaps and bounds, we can now transform colors with just a click.

In this walk I wanted to capture everything in black and white, I see people coming and going from one place to another. It is rush hour, where everyone leaves work and all roads converge in the Plaza Bolivar and its surroundings, also notice; the elderly resting in the square, for them it is a quiet place that provides distraction and brings back memories.

I observed that there are buildings that by style and elegance stand out for their historical attraction, I passed in front of the Federal Legislative Palace, located in the city of Caracas, a building with great cultural, architectural, institutional and political historical value, declared National Heritage, it is the headquarters and main building of the Federal Legislative Power of Venezuela, it concerns the National Assembly: To legislate on matters of national competence and on the functioning of the various branches of the National Power. To propose amendments and reforms to the Constitution, under the terms established in this Constitution.

Further on I find the building of the Municipal Council, a construction that dates back to the colony in the eighteenth century, currently the Municipal Palace of Caracas serves as the main headquarters of the Mayor's Office and the Council of the Municipality Libertador, also houses the Caracas Museum. The Municipal Council is responsible for the territorial organization, control and supervision of the different acts of the municipal government; approval, control of execution, evaluation and liquidation of the budget of income and expenditures of the municipality; fixing of income of the municipal assets; fixing of salaries, among other competences.

The Mayor's Office of Caracas, linked to the objectives of the state to ensure the welfare of the population, is responsible for planning, control, rescue the enjoyment of all public spaces, ensure that the construction of buildings comply with the laws and ordinances established in urban and environmental protection, among other powers. Edificios Gubernamentales

La Caracas de Antaño se ve reflejada en estas imágenes, cuando en una época, sólo las cámaras tomaban fotos en blanco y negro. En esta, era moderna, donde la tecnología avanza a pasos gigantesco, ahora podemos transformar los colores, con solo un clic.

En este paseo quise captar todo en blanco y negro, veo la gente venir e ir de un lugar a otro. Es la hora pico, donde todo el mundo sale de su trabajo y todos los caminos convergen en la Plaza Bolívar y sus alrededores, también note; a los adultos mayores descansando en la plaza, para ellos es un lugar tranquilo que les proporciona distracción y les trae recuerdos.

Observé que hay edificaciones que por estilo y elegancia sobresalen por su atracción histórica, pase frente al Palacio Federal Legislativo, ubicado en la ciudad de Caracas, un edificio con gran valor histórico cultural, arquitectónico, institucional y político, declarado Patrimonio Nacional, es la sede y edificio principal del Poder Legislativo Federal de Venezuela, concierne a la Asamblea Nacional: Legislar en las materias de la competencia nacional y sobre el funcionamiento de las distintas ramas del Poder Nacional. Proponer enmiendas y reformas a la Constitución, en los términos establecidos en esta Constitución.

Mas adelante me encuentro con el edificio del Consejo Municipal, una construcción que data de la colonia en el siglo XVIII, en la actualidad el Palacio Municipal de Caracas funciona como la sede principal de la Alcaldía y el Concejo del Municipio Libertador, además funciona el Museo Caracas. Al Consejo Municipal le compete el ordenamiento territorial, control y fiscalización de los distintos actos del gobierno municipal; aprobación, control de ejecución, evaluación y liquidación del presupuesto de ingresos y egresos del municipio; fijación de rentas de los bienes municipales; fijación de sueldo, entre otras competencias.

La Alcaldía de Caracas, vinculada a los objetivos del estado de garantizar el bienestar de la población; se encarga de planificar, controlar, rescatar el disfrute de todos los espacios públicos, velar por que las construcciones de los edificios cumplan con las Leyes y Ordenanzas establecidas en materia urbana y en la protección ambiental, entre otras competencias.
