We've just had so many discussions about how this is a person that I don't actually know or control in any way in real life. I've run out of ways to tell you that while I personally don't see any reason to downvote your content, I simply cannot "allow" or "stop" someone from acting on the blockchain.
I get the frustration- I also get that even with his continued DVs, he can't stop you from making content, including new accounts, and saying whatever you want to say about him. This is the tradeoff. You can even use a special front end where you can see all of the things that are being downvoted to find out what's actually controversial and who's being a jerk- things that would never, ever happen on any other platform in existence. It's not perfect, but I don't have the power you need- because I do not control people, nor do I have any ability to change or control this blockchain to benefit myself or someone I prefer.
You tag me so often, that I'm finally to the point of muting you so that you don't clog up my notifications every day with the exact same sentence, over and over. That's crummy, but it's where I'm at. I don't really believe in blocking or blacklisting, but that's just my personal preference and I'm sure with enough abuse from someone at some point it could change.
I'll leave you with this- early on in my time here, I had someone sending things directly to me that I simply did not want. While I could use blockchain tools to filter them out and keep them away from my feeds, at the end of the day, I still had to accept that they could use the blockchain to keep sending me dust and messages forever. I ended up writing a little code fiddle to completely hide anything from that person on any browser related interface, and it's in place to this day. It didn't stop them, but I simply forgot about them, even when they send up and downvotes or funds to my wallet. The most powerful thing that I can do without stepping on their rights is to simply deny them any access to my mind and thoughts. Do with that what you will. Good luck.
