Actually they plant the rice in waterlogged areas of the farm, also this is the season where there are no rain for a few months, so they depend on artificial irrigation to get things going.
To transport these fruits to the city area is a lot of work and distance and basically the people who can afford to do it actually inflate the prices so high that you cannot afford it.
