That place looks very beautiful.

Not being able to buy tickets offline or needing an extra permission for it seems unnecessary. I think it should be enough if they offer online tickets, which allows you to skip the queue if people are waiting. That should encourage people to buy their tickets online and still allow people to just visit the place without the need to plan it in advance.
