Solo vine a compartir mi experiencia...
Era muy pequeña yo cuando mi padre y mi madre cada vez que pasaban frente a este edificio contaban la misma historia. Mi madre y mi padre venían de vivir los finales de la segunda guerra mundial, Portugal y la Isla de Madeira hubo mucha hambruna, en los años 70's viajaron a Venezuela y se establecieron aquí junto con mis dos hermanos mayores nacidos allá. Mi madre y mi padre tenían tantos cuentos que algunos me parecían demasiado crudos para ser reales (pero sí lo eran). Años después establecidos en Venezuela, el 29 de julio de 1967 La ciudad de Caracas fue azotada por un terremoto de grado 6.6, uno de los lugares más afectados fue Altamira donde mi madre y sus hermanas vivían en los alrededores donde muchos edificios fueron reducidos a escombros en segundos. Madre contaba esto siempre con ansiedad que yo no podía comprender. La tristeza nublaba sus ojos cuando me contaba que mi tía en ese momento perdió a su bebé recién nacido y allí quedaba la historia, nadie se atrevía a preguntar más detalles.
Aragua ha sufrido algunos movimientos sísmicos a lo largo de la historia desde entonces, pero nunca fueron tan fuertes como para asustarnos demasiado u ocasionar daños. Mi madre entraba en crisis nerviosas ante cada evento, ahora la entiendo perfectamente.
Luego de vivir estas experiencias jamás volveremos a ser los mismos.

I just came to share my experience...
I was very young when my mum and dad would tell the same story every time they walked past this building. My mum and dad had lived through the end of the Second World War; there was severe famine in Portugal and on the island of Madeira. In the 1970s, they travelled to Venezuela and settled here with my two older brothers, who were born there. My mum and dad had so many stories that some of them seemed too harrowing to be true (but they were). Years later, having settled in Venezuela, on 29 July 1967, the city of Caracas was struck by a 6.6-magnitude earthquake. One of the worst-hit areas was Altamira, where my mother and her sisters lived in the surrounding neighbourhood; many buildings there were reduced to rubble in a matter of seconds. My mother always recounted this with an anxiety I could not understand. Sadness clouded her eyes when she told me that my aunt had lost her newborn baby at that time, and that was the end of the story; no one dared to ask for further details.
Aragua has experienced a number of seismic events throughout its history since then, but they were never strong enough to frighten us too much or cause damage. My mother would have a nervous breakdown every time one occurred; now I understand her perfectly.
After going through these experiences, we will never be the same again.
Seeing the Residencias El Bosque block of flats in the distance whilst she or my dad was driving prepared me mentally to hear the same story. My parents were preparing us or warning us...

Mi madre contaba... Por allá en los 70's específicamente 1978 (año en el que nací) se construyó este edificio residencial, está ubicado en la intersección con la Avenida Casanova Godoy - Las Delicias. Para esa Época era toda una modernidad, el edificio más alto que fue construido luego de La Torre Cosmopolitan que está relativamente cercana.
Hay muchos mitos sobre este edificio y giran en torno a su estructura. Justamente el 1 de julio de este mismo año (antes de los terremotos) hubo denuncias en las redes sociales que uno una de las estructuras de los últimos pisos había cedido. Los ingenieros revisaron y determinaron que no era un daño estructural, no puedo decir con certeza si antes del terremoto fueron desalojadas las personas que vivían allí y ahora con este doble terremoto no veo daños estructurales ni nada anormal.
Entre los mitos se dice que este edificio de forma octogonal fue construido con una base que le permite rotar o balancearse ante los movimientos sísmicos. Que su forma fue muy bien pensada por los arquitectos para prevenir catástrofes ante los movimientos sísmicos. La realidad es que sí, su estructura fue pensada y creada para resistir cierta magnitud de movimientos sísmicos pero lo de la base giratoria y todo lo demás según investigaciones, es falso.

My mother used to say… Back in the 1970s – specifically 1978 (the year I was born) – this residential block was built; it’s situated at the junction of Avenida Casanova Godoy and Las Delicias. At the time, it was the height of modernity – the tallest building to be constructed since the Cosmopolitan Tower, which is relatively nearby.
There are many myths about this building, centring on its structure. In fact, on 1 July this year (before the earthquakes), there were reports on social media that one of the structural elements on the top floors had given way. Engineers inspected the building and determined that there was no structural damage. I cannot say for certain whether the people living there were evacuated before the earthquake, and now, following this double earthquake, I see no structural damage or anything out of the ordinary.
Among the myths is the claim that this octagonal building was constructed with a base that allows it to rotate or sway in response to seismic movements. It is claimed that its shape was carefully designed by the architects to prevent disasters caused by seismic activity. The reality is that, whilst its structure was indeed designed and built to withstand seismic activity of a certain magnitude, the claims about the rotating base and so on are, according to research, false.

Es precisamente su forma que al verla de ciertos ángulos parece que rota, pero no es más que un engaño visual.
El edifico a pesar de su antigüedad 48 años ha resistido ante los dos terremotos y sus réplicas y no se aprecia desprendimiento alguno ni fisuras aparentemente desde el lugar que me encuentro (habrá que ver dentro)
Jamás entré en ese lugar y su entrada es privada... así que no se puede entrar.
Los arquitectos de esa época, vivieron los terremotos anteriores, por eso se preocupaban más por las construcciones altas, que tuvieran más resistencia.
Casualidad que los edificios más antiguos de la ciudad han mostrado mayor resistencia que los construidos desde hace 27 años para acá ¿Por qué será? Quizás no hubo exigencia de organismos por construcciones seguras y capaces de resistir eventos naturales como estos.

It is precisely its shape that, when viewed from certain angles, makes it appear to rotate, but this is nothing more than an optical illusion.
Despite being 48 years old, the building has withstood two earthquakes and their aftershocks, and from where I am standing, there are no visible signs of any collapse or cracks (though one would need to look inside).
I have never been inside that building and the entrance is private… so it is not possible to go in.
The architects of that era had experienced previous earthquakes, which is why they were more concerned with ensuring that tall buildings were built to be more resilient.
It is a coincidence that the city’s oldest buildings have proved more resilient than those built over the last 27 years. I wonder why that is? Perhaps there were no regulatory requirements for safe buildings capable of withstanding natural events such as these.
