It is a fact that such chemicals should not be put into the water. Man does it for his own benefit, but it causes a lot of harm and the animals that live there are very much harmed. Damage occurs.

Most likely this was somebody washing something like a building, a fleet of vehicles or a driveway. But, they should be more careful.
