As you see the provincial city Churu is much cleaner than Paharganj, Delhi.
Why?.. Probably, because this garbage fits the moral state of Paharganj, lol. As I know, Indians feel the same about this district.
It's just one district - different areas of big Indian cities have their own appearance. Delhi is a place where you can encounter extremes.
