4 October 2022 - Mysterious fountain at a shopping center in Milford

This pool is in a niche - hard to say, whether natural or artificial - literally in the middle of a shopping center in Milford, Massachusetts (location).
The niche is about 3-4 meters deep. The fountain is in the middle of the little pond and shoots up high enough to be visible from some distance, the mist flying in the wind.
One thing not clear to me is what the point is of the fountain. It clearly has a powerful pump and it took effort to build - and the question pops up, why not do it on the surface or even on a pedestal, as decorative fountains tend to be. Whatever the situation may be, I did not have the time to research this fountain's origins, so it has remained a mystery.

It may be to aerate the pond one in Milford Ct installed one as it was suffering with a lot of algae buildup and the fountain helped with that

I think this pool before it was beautified had been there for a long time. She looks so beautiful and very one with nature

I don't think that it is natural. Right, it would be better if it was on the surface, such as in a park.
