ENGLISH VERSION
My daughter was in a competition at the extreme park in Caricuao, near the Caricuao station. There, I saw this nest of black wasps, a member of the Polistes genus, on the roof. These wasps are predators and moderately aggressive; they won't attack unless disturbed or they sense their nest is in danger.
These wasps, although they pose a potential danger, are beneficial if the nest is located in an isolated area away from common traffic areas. Their food is larbs and insects that are harmful to gardens. If kept under control, they can be an ally. Depending on your goals, it's a matter of analyzing the benefits and potential dangers of living with these wasps. At least the ones you see here were accustomed to people. There were two wasp nests there in an area with a lot of people due to the competition, and no reports of the wasps stinging anyone.

Mi hija estaba en un concurso en el parque extremo en caricuao cerca de la estación caricuao. Allí vi en el techo este nido de avispas negras que son del genero polistes. Estas avispas son depredadoras y son moderadamente agresivas, no atacaran a menos que sean molestadas o sientan su nido en peligro.
Estas avispas aun cuando representan un peligro potencial sin embargo si el nido se localiza en una zona aislada y alejada de zonas de paso mas habitual, son beneficiosas por que su alimento es larbas e insectos que son perjudiciales en los jardines, asi que si se mantiene controlada puede ser un aliado, asi que dependiendo de tus objetivos es cuestion de analizar los beneficios y potenciales peligros de convivir o no con estas avispas que por lo menos estas que se ven aquí, estaban acostumbradas a las personas por que alli habian 2 nidos de avispas en una zona con muchas personas por el concurso y n se reporto que las avispas picaran a nadie.

I thought that it was just like as honey comb. The post is like as for similar insects as bee. All of them has same benefit on out crops. That's the positive sides for the species. On the other hand its dangerous for its aggressive impact on human body. Sometimes without doing anything it may consider it is a threat for itself and so they try to harm us. So we should be aware of it and take photos with cautious. Thanks for sharing this new species that I don't know too much.
These wasps are predators and their benefit is pest control, so they help our garden by keeping caterpillars and other insects that parasitize and damage plants at bay. These wasps are passive and if the hive is far enough from a high traffic area it is not very dangerous. They only attack if they feel their nest is in danger. Unlike bees, these wasps can sting several times and do not die from the sting.

Esta fotografía me trae recuerdos Giorgo de cuando era chico, veía estas avispas creando sus nidos y tuve una mala experiencia y aprendí por las malas a respetarlas. En cualquier caso hay que mantener a los niños alejados de ellas. Saludos.

si, ellas no son tan agresivas si te mantienes una distancia prudencial y no las molestas, no solo no te hacen nada si no que ayudan a mantener los insectos a ralla que pueden afectar tu jardin

They truly pose a potential danger. Earlier I used to think that this is also a honey comb since they look similar but no they are totally different. I always remove them to stay safe because their bite pain a lot.
Yes, it is a potential danger, it is true, although they are biological insect controllers, it is a matter of weighing the balance. If one has children, they cannot be told how to take care of them, so it is better to remove them in that case and other circumstances.
