Pho is not positioned as a luxury food, but my impression is that in Japan, pho is often a meal where you go to a restaurant specialising in proper Vietnamese cuisine.
The price is not particularly high, and it is a relatively casual meal in Japan.
Japanese ramen is very popular and there are many shops, but there is a great variety of prices, from very expensive to cheap.

High-end ramen is high-end because of the ingredients used in the soup and the topping ingredients.
And the quantity is also larger, so it is very filling.
